After 255 games, the NFL regular season will come down to one of the league?s most historically intense rivalries ? Cowboys at Redskins ? on Sunday Night Football.

The NFC East title is on the line, and with it, an automatic berth into the postseason. The Cowboys have to win to claim their first postseason berth since 2009. The Redskins could lose and still return to the playoffs for the first time since 2007, but only if the Bears and Vikings drop their earlier games.

Both teams enter the game hot. The Redskins have won six straight, while the Cowboys have won four of six.

Not a bad setting for the 106th edition of this rivalry.

"When you think about the Cowboys and Redskins, it's always been a rivalry," Cowboys linebacker DeMarcus Ware said. "Now there's a little bit more at stake. This is like a statement game, one of those games where you can prove to a lot of people no matter what goes on with your team, guys being (injured), you can get a win. You can still play well because it's a team game. It's not just one player out there playing."

There is probably more pressure on the Cowboys (8-7) than the Redskins (9-6). This is the third time in five years Dallas has faced a win-and-in scenario on the road in its final game. Each previous time, not only have the Cowboys lost, they?ve completely flamed out: 44-6 vs. Philadelphia in 2008 and 31-14 vs. the New York Giants (31-14) last year.

Naturally, most fans are expecting the same old Cowboys to show up at FedEx Field, something the players are keenly aware of.

?It can?t be the same ol? story,? tight end Jason Witten said. ?It?s hard to get in this situation and play for a division title. It?s a great opportunity for us. Hopefully those past experiences have helped develop us so we can be better in this situation. But it is, it?s a different experience. Obviously, different opponent and it?s going to be a tough challenge.?

For the Redskins, this is uncharted territory for many of their players, including standout rookie quarterback Robert Griffith III.

"For guys like myself (and) the other rookies, we're fresh into this rivalry," Griffin said. "But we can definitely sense how the fans feel, how some of the guys who have been here for many years feel about the Cowboys, and that's the mindset we have to take on. We're doing it for them. We're doing it for the fans."

One more go ?round for the NFL and the NFC East. Time to see who wants to keep playing. This is more than a statement game, this is a defining game for those that enter.

A look at the three keys for each team heading in Sunday night?s game:

COWBOYS
Stop Alfred Morris:
Everyone knows how dangerous of a weapon Griffin can be because you have to fear the run and the pass with him. The Cowboys need to do everything they can to make the Redskins more predictable and one-dimensional, and that means you need to them in bad down and distance situations, particularly on third down.

You do that by stopping rookie running back Alfred Morris, who has 1,413 yards. In the first matchup against the Cowboys, Morris had 113 yards and a touchdown on 24 carries. He?s had at least 20 carries in the Redskins? last seven games.

Limiting Morris is going to be a tough chore for the Cowboys because they?re so beat up. Nose tackle Jay Ratliff is out, and outside linebacker DeMarcus Ware (elbow/shoulder) will have limited reps. Ware will gut it through, but it might not be enough with down to backups Dan Connor, Ernie Sims and Alex Albright at inside linebacker. Sims is questionable after dealing with a concussion.

If Morris is able to run wild and set up Griffin, the rest might not matter.

Grind it out through the air: Because the Redskins are so dynamic offensively and the Cowboys are so beat up, the Cowboys would greatly benefit by winning the time of possession battle. You usually do that on the ground, but the Cowboys are so anemic running the ball ? DeMarco Murray has averaged 3.7 yards per carry since returning from a foot injury.

And he?ll be facing the fifth-ranked Redskins rush defense (95.5 yards per game), that it will be up to quarterback Tony Romo to control the game by throwing it. Romo has been hot in December ? 66.4 completion percentage, 1,328 yards with 10 touchdowns and one interception ? so they need to ride him again.

Keep throwing: The combination of Romo to receiver Dez Bryant has been on fire with 10 touchdowns in the past seven games, including last Sunday?s nine-catch, 224-yard and two-touchdown performance against the Saints. Bryant had eight catches for 145 yards and two touchdowns in the Thanksgiving game against the Redskins.

Washington doesn?t really have anybody to cover Bryant. DeAngelo Hall couldn?t contain him last year, so they tried Josh Wilson this year to no avail. The Redskins could also try rookie Richard Crawford, or the unheralded D.J. Johnson, who had a rough game against the Eagles last week. Even the safety play has been spotty.

In short, Romo and the Cowboys should be able to throw against the Redskins and make some plays, provided the improved offensive line gives him the opportunity.

REDSKINS
Make Romo eat elsewhere: The Cowboys will want to pass, and Romo will try to feed Bryant and tight end Jason Witten. Don?t let them. Double-team Bryant with a safety over the top, and pound/re-route Witten as soon as he breaks off the line.

Make Romo try to beat you throwing to unreliable Miles Austin, Kevin Ogletree and Dwayne Harris, and with checkdowns to backs DeMarco Murray and Felix Jones.

The odds are strong that Romo and the Cowboys won?t be able to outpoint the Redskins that way.

Block Anthony Spencer: Cowboys right outside linebacker DeMarcus Ware gets all the accolades, which he should as a perennial All-Pro with 11.5 sacks this season. But left outside linebacker Anthony Spencer has been very good of late as he finished his contract before becoming a free agent.

Ware will wear a brace on his injured right shoulder and have his reps limited, so it will be up to Spencer to pick up the pace. He?s a big key against the Redskins? read-option run game, and has done a great job in that area this season. Spencer is also an emerging pass rusher.

The Redskins are a bit weak at right tackle with starter Tyler Polumbus (concussion) cleared but questionable. Backup Maurice Hurt had some issues last week against the Eagles that he can?t afford against a talent like Spencer.

Don?t stop attacking: The Redskins led the Cowboys 28-3 on Thanksgiving and nearly blew the game. Dallas has made a living out of falling behind early and then rallying for either victory or a close defeat.

The Redskins must continue to put distance between themselves and the Cowboys, because once Romo gets in a groove, he?s hard to stop.

Neural Pointillism: Lighting Up the Brain in Psychedelic Relief

Genetic engineering enables individual brain cells of research animals to ignite in brilliant color to trace the elaborate connections of a nervous system

During the last decade, researchers have labored intensively to find new methods to photograph the complex networks of nerve cells that make up the brain and spinal cord, an attempt to overcome the severe limitations of earlier imaging technologies. The emerging science of connectomics, intended to map such connections, will be made possible by deploying these techniques.

In 2007, Jeff Lichtman, Joshua Sanes and colleagues at Harvard University came up with one of the most notable examples of the new brain-cell imaging methods. Brainbow lights up neurons in about 100 different hues, enabling a precise tracking of neural circuitry and synapses, the gaps between brain cells.

Scientists engineer a mouse or another model animal with a gene that randomly causes each neuron to express differing amounts of a red, green or blue fluorescent protein, producing a palette of varying pastel-like colors. Slices of tissue are photographed and recombined to produce detailed imagery of the brain?s structural topography. (The original discovery of what is called green fluorescent protein by Martin Chalfie, Osamu Shinomura and Roger Y. Tsien, from which these new multi-colored fluorescent proteins are derived, was awarded the 2008 Nobel Prize in Chemistry.)

In passport kerfuffle, Taiwan is stickin' it to China

Taiwan is fighting back with stickers after China issued passports showing ownership over the entire South China Sea.

China hasn?t started a military war with Taiwan ? as has been feared since the 1940s ? but a battle that began on paper last month has met with a fiery pulp-and-ink response that could burn a hole in goodwill between the two once-hostile governments.

Pictures on Beijing?s latest passports show a map of China that includes two parts of Taiwan, including its scenic showpiece Sun Moon Lake. The travel documents also depict islets in the South China Sea as China's, despite competing claims by Taiwan and several Southeast Asian countries.

China, already a regional heavyweight, is believed to have issued 5 million of the passports between April and November when they inflamed a regional dispute with neighbors. Now Taiwan is joining the chorus of protest, not by refusing to stamp them as Vietnam has announced it is doing, and not by issuing their own maps as India has done, but with some provocative stickers with a message to China. ?

China has claimed Taiwan as part of its turf since the 1940s, when Chiang Kai-shek?s Nationalists set up a government to rival mainland China's about 100 miles offshore after losing the Chinese civil war to Mao Zedong?s Communists. The relationship between China and Taiwan has been up and down for the past few decades: Both?formal reunification with the mainland and full Taiwanese independence have been suggested,?but a tempering of relations has kept many content with the middle ground status quo, with Taiwan considering itself an effectively independent territory.?

Still, the maps in China?s passports were taken as a bold affront to that. In response, Taiwan?s main opposition Democratic Progressive Party gave away 10,000 pink stickers at the foreign ministry consular office in Taipei. The stickers that read ?Taiwan is my Country? can be slapped onto the back cover of a Taiwan passport or onto a plastic passport protector.?

The stickers went fast two weeks ago, so the party copied off another 20,000. ?People just love them,? says its policy coordination executive director Joseph Wu. ?It?s quite clear that what China is doing trespasses into our sovereignty. Taiwan is not under any country?s jurisdiction.?

Across town, the smaller Taiwan Solidarity Union Party printed out oversized paper effigies of the Chinese passports and marred or burned them at a rally, according to local media.

Taiwan and China have set aside differences over sovereignty since 2008, when the island?s conciliatory President Ma Ying-jeou took office. Mr. Ma?s government has signed 18 deals with China, drawing Taiwan closer to the world economic powerhouse. Talks on those agreements built mutual trust that didn?t exist before.

The island?s foreign ministry says?that trust is now being questioned. The ministry?s news release calls China?s passport issue ?a provocative act that will ? damage the mutual trust laboriously built by the two sides in recent years.?

Taiwanese opposition forces are protesting the Chinese passports because they worry that the government is courting China rather than standing up to it, but analysts say officials in Taipei are just as irked as their skeptics.

?Our government thinks that China betrayed common ground, which is that there?s one China but subject to different interpretations,? says Nathan Liu, an associate international affairs professor at Ming Chuan University in Taiwan, citing the basis for talks and deals since 2008.

Movie Review: "Django Unchained" - EntertainmentTell

?Django Unchained? continues Quentin Tarantino?s usual tendency of combining two or three of his favorite genres into one movie: It?s a spaghetti Western combined with an antebellum slave drama, with a touch of blaxploitation thrown in as well.

There?s a lot of really great stuff in it, including four or five legitimately great cinematic moments, and across-the-board strong performances from a top-notch cast. But unfortunately ?Django? falls back on some of the Tarantino?s less fortunate directorial tics, namely too-slow pacing, dialogue sequences that drag on endlessly and the general sense that the movie should have been about an hour shorter.

Indeed, ?Django? has enough great material for about 90 minutes. But it?s running time is 165 minutes. It?s a lot like Tarantino?s previous film, ?Inglorious Basterds,? which had a handful of great moments interspersed with a whole lot of boredom.

Set in the years before the civil war, ?Django? tells the story of the titular slave (Jamie Foxx), who is freed in the film?s first scene by the German-Jewish dentist-turned-bounty hunter Dr. King Schultz (Christoph Waltz), who initiates Django into the bounty hunting game.

The two do battle with various slavers and other bad guys, ultimately confronting plantation owner Leonardo DiCaprio while attempting to free Django?s wife (Kerry Washington.)

The film?s look and production design, and Robert Richardson?s cinematography are outstanding, and the production made excellent use of Louisiana locations. The film also continues Tarantino?s tradition of fine musical choices, although its use of Jim Croce?s ?I Got a Name? is anachronistic by about 100 years.

The three leading actors are all outstanding, with Foxx putting on a new spin on the archetype of the Western hero, Waltz a delight from beginning to end, and DiCaprio outstanding in a rare turn as a villain. Continuing Tarantino?s career-long hobby of grabbing actors off the scrap heap, the supporting cast is filled with names like Don Johnson, James Remar, Dennis Christopher, Tom Wopat and even Bruce Dern.

There?s one more amazing supporting performance, from QT regular Samuel L. Jackson, giving a very disturbing turn as DiCapiro?s house slave.

So what?s the problem? It?s all in the pacing. The movie slows to a crawl for long stretches, and could have used a whole lot of tightening. Then there?s the third act- ?Django? has a perfectly fine ending, and then goes ahead and has four more of them.

As for the film?s ?controversial? subject matter, there?s some disturbing, historically loaded stuff here, but I didn?t find it especially offensive, since it clearly has its heart in the right place and is on the right side of everything.

If anyone complains that the story of a former slave taking up arms against those who enslaved him and his wife is ?reverse racism,? it says a whole lot more about them than about the film. As for those complaining about overuse of the n-bomb, I have no use for those who believe the biggest racial double standard in America is that black people are allowed to use the n-word and whites aren?t.

Quentin Tarantino, more than any other director, is the reason that I got into film. ?Reservoir Dogs? and ?Pulp Fiction? were among formative filmgoing experiences for myself and a whole lot of film buffs of my generation. He?s still cranking out stellar films, but I don?t think I?m alone in wishing he?d make something truly transcendent again.

Gang rape protesters clash with Indian police

NEW DELHI (AP) ? Police in India's capital used tear gas and water cannons for a second day Sunday in a high-security zone to break up protests by thousands of people demonstrating against the gang rape and beating of a 23-year-old student on a bus.

Police chased angry protesters with batons some of whom fought pitched battles with steel rods and rocks as they tried to get past steel barricades and a wall created by hundreds of policemen to reach the president's mansion to present their demands. "We want justice," they shouted.

Television footage showed that some protesters were injured in the clashes.

The protesters made bonfires and damaged cars and police vehicles.

Police blamed the violence on hooligans. "A peaceful protest by people has been taken over by hooligans," Dharmendra Kumar, a senior police officer, told reporters. He urged people to go home to help police deal with the trouble makers.

The demonstrations continued Sunday despite Home Minister Sushilkumar Shinde promising to consider their main demand for death penalties for all six suspects who have been arrested by police following the Dec. 16 attack.

Shinde said Saturday night that the government was taking steps to better ensure the safety of women.

A group of protesters met Sonia Gandhi, the governing Congress party chief, and her son and lawmaker Rahul Gandhi, on Sunday and demanded a speedy trial of the suspects.

Popular yoga guru Babar Ramdev stood on the roof of a bus and pledged support to the protesters. "The government must set up fast-track courts to punish the offenders in rape attacks," he said.

The attack one week ago has sparked days of protests across the country. The victim is recovering from injuries in a New Delhi government hospital but is still in critical condition.

After battling the protesters throughout the day on Saturday, authorities early on Sunday banned their entry into the high-security zone, which also houses the offices of the prime minister and defense, home and external affairs ministries. Police evicted dozens of protesters who had spent the night there.

However, as groups of protesters marched through the streets of New Delhi and began converging on the high-security area on Sunday, authorities withdrew the ban on the assembly of more than five people there. But it set up barricades to keep them away from the president's residence.

Protesters tried to break the police cordon repeatedly by hurling stones and water bottles and pressing against the steel barricades. Policemen responded by firing tear gas and using water cannons against them. The battle continued throughout the day.

Combo-snacks of cheese and vegetables cut kids calories

Want your children to be healthier snackers? A new Cornell study finds that serving children combined snacks of vegetables and cheese led them to eat 72 percent fewer calories ? and be just as satisfied as those who were served only potato chips.

"Snack combos are fun to eat, and they take longer to eat than potato chips. This is why kids find them satisfying and why they eat so much less," said Brian Wansink, professor of marketing at the Charles H. Dyson School of Applied Economics and Management at Cornell University. In the forthcoming Pediatricsstudy, 201 elementary school students were given all of the potato chips, vegetables, cheese, or vegetables-and-cheese they wanted while watching an hour of television. Those given the cheese-vegetable combo ate 72 percent fewer calories than those given chips. This result was even stronger for heavier children.

Wansink and his co-authors, Cornell researchers Mitsuru Shimizu and Adam Brumberg, also found that children reported being just as satisfied after eating a vegetable-and-cheese snack as they did after eating chips. "That is really the key take-away ? that you can substitute the healthier snack without a total rebellion on the kids' part," Brumberg said.

"This was inspired by the White House's 'Let's Move' program to encourage healthier eating," said Wansink. The paper, "Association of Nutrient-Dense Snack Combinations With Calories and Vegetable Intake," is posted online in the journal, Pediatrics, and forthcoming in January. It was sponsored by Bell Brands of cheese, which were the single-served wheels and wedges used in study.

"There is no magic food or ingredient that will end childhood obesity, but learning to substitute certain foods ? such as choosing a combination snack of vegetables and cheese instead of potato chips or sweets ? can be an effective tool to induce children to reduce their caloric intake while snacking," Wansink said. "What's cool is this worked best for the heaviest, pickiest kids. Its fun to eat and it makes snack time last longer."

This is the third in a five-part series (read Part 1 and Part 2 here) on the importance of improved data analytics among retail banks.?

Adjusting operating models and capabilities in order to better develop mutually beneficial partnerships across the business

There is, in most cases, a clear disconnect between the analytics department and the business within banks.? It is essential that this change. Customer insight and analytics teams should develop new skills and a new approach in order to deliver meaningful value. In doing so, they can inevitably build a stronger working relationship with the business.

It is clear that in the future, customer insight and analytics teams will look very different from the way they look today. There is little doubt that the relationship between the business and customer insight and analytics teams must evolve, and more must be done to enable the analytical insights from big data to be adopted and acted on.

Many retail banks suffer from an evident ?clash of cultures? between the business and analytics where the business relies on its experience dealing with people, and the analyst relies on logic and academic methodologies.? One banking analytics leader admitted that ?they call us data nerds.? The reality is that customer insight and analytics professionals will need to evolve from ?data nerds? into analytically literate business people. To see proof of this, examine the cards business within retail banks; experience here points to the fact that the analyst of the future will need to be a hybrid of both the analytical and business worlds.

However, embedding teams of analysts into each product group is not a long-term solution. Already, the somewhat fragmented structure in most customer insight and analytics teams has resulted in squandered business benefits (such as cost savings and improved insight). As a result,? insight and analytics teams will increasingly start to move towards a centralized-decentralized model where skills are centralized (thus offering scale and access to a wider array of services under one roof), while analytical ?business partners? are decentralized and remain close to the business, interoperating between the? hub and their business clients. ?Among other benefits, this can enable greater focus on capability building by developing analysts? business understanding and strengthening communications skills within the business partners, while simultaneously enhancing knowledge sharing and creating more dynamic career paths.

What will emerge are analytics business partners with deep insight into the needs of the business and strong analytical knowledge, who can face off to internal customers. This new breed of analytics professionals can harness their capabilities to both translate the business? requirements to the central insight and analytics team and, simultaneously, work with the business to identify opportunities where analytics can add further value.

Besides the clear cost benefits that come from employing a centralized-decentralized model, this approach can create a hub of innovation, ?where the creation of new models and the dissemination of leading practices, leads to enhanced customer revenues, profitability, loyalty, and advocacy.

There are many potential reasons to buy travel insurance. The right type of insurance can be a potential lifesaver under certain circumstances. The purpose of this article is to provide tips for purchasing insurance, however first off let?s consider why you might need travel insurance in the first place.

The most obvious reason for purchasing insurance when booking a holiday, is in case you have to cancel your trip. Reasons to cancel your trip may be related to work, family or illness, but even of you think you?d still want to travel no matter what, you can?t predict if there will be a terrorist attack or dangerous weather in your destination, meaning you have no choice but to cancel. Even if you?don?t cancel the trip, you have no control over whether your airline, tour operator or hotel will cancel, for any number of reasons, and if you get to your destination, you can still have your hotel or resort evacuated for many reasons, or have your return flights delayed or cancelled without warning.

Assuming that nothing is cancelled you?ll want to be insured in case your luggage is damaged or lost. Once you arrive, you don?t know that your property, or even passports and wallet won?t get stolen. What about if you require daily medication, and that gets lost or stolen along with your bags? Or if you need a prescription or medical care for another reason, maybe getting ill whilst away, or even requiring to be returned back home to be dealt with?

It is tempting to be worried by the above thoughts and brush them off, thinking, ?well that won?t happen to me?. Of course, it is important not to be scared or put off that holiday that you?ve been planning, because all the above worries are highly unlikely to be an issue for you, travel is on the whole perfectly safe, reliable and enjoyable. However this is where travel insurance comes in, because if bought cleverly, it means that no part of you needs to worry about any of the above situations because in the unlikely event that anything goes wrong, the right insurance is there to help you.

One big tip once you?ve decided to get insurance is to first check if you aren?t already covered for all or part of what you need. Your existing health insurance, homeowner?s policy, credit card or bank account may have privileges included which cover lost baggage or medical care abroad. Often there will be gaps in what is covered, or very tight specifics, but if you are lucky you may find that you already have some form of useful and valuable travel insurance just through what you pay for in the first place. If you paid for your ticket with your credit card, some providers such as American Express will allow a certain level of baggage cover, and paying a small supplement of around $10 extra when buying your ticket can sometimes award ?premium? cover, which means that the insurer pays you immediately, rather than having to wait for the airline to make a decision. You may also find that with credit card payments you are more protected should you chose to cancel or change your travel arrangements. It won?t do you any harm to ask those companies you already deal with and research what you are already covered for before you buy additional coverage.

Another tip is to be wary of blanket policies, or just thinking that buying ?travel insurance? means that you are covered. Nowadays there are many different types of travel insurance which can be purchased separately depending on your needs, and policies that seem to cover everything can sometimes have stricter guidelines or less actual real world cover than if you research and buy your policies separately. A specific trip delay or interruption insurance that doesn?t cover cancellation might cost under $10 for example, and often you can purchase insurance not just for one trip but for the entire year for not too much more. If you are travelling within the United States, the chances are that you won?t require extra medical insurance, so buying your policies separately can get you better and more inclusive policies for what you need, without paying for what you won?t. One thing worth noting is that even if you don?t have cancellation insurance, if your flight is cancelled and it is the airline?s fault, Rule 240 of the Contract of Carriage means that they have to refund you anyway ? however you are not covered if it is cancelled due to weather or terrorism. This means that cancellation insurance is only worth buying if it does include weather and terrorism, otherwise you may be paying for a service that you are already legally entitled to for free.

An important thing to note is that you should purchase your travel insurance almost immediately after you book your trip. There are things that can either increase your premium or even mean that you aren?t covered, such as any pre-existing medical conditions, previous family medical history, or even weather reports, existing hurricanes and such. Insurance companies are significantly less strict on any of these areas if you purchase your insurance within 15 to 21 days of either paying for your trip in full, or if when paying in?installment, if paid quickly after the very first?installment. Within this?time frame? even existing hurricanes shouldn?t affect the price of your cover, as long as they aren?t yet big enough to have yet been given a name!

Perhaps the biggest tip when purchasing your travel insurance, and also when making a claim, is to take significant notes. You?ll want to do your research, and discuss with anyone who will be travelling with you what your specific concerns are. Make notes about what is important to you that is covered by your policies, and when purchasing, take the notes, ask the questions, and note down exactly what the responses are. People selling the insurance to you will be more likely to be honest if they can see that you are being thorough, and will quote them later. The same applies if you need to make a claim ? write down everything that everyone says to you when the incident occurs, including names, times, and who they work for. These notes will massively increase your chances of a quick and successful claim, should you need to make it.

Whereas I don?t think it is necessarily wrong, I still think a woman should be in the home raising and loving her children and ready to be at hand to them.?

Talks on Internet treaty fail as US bloc won't sign

DUBAI/SAN FRANCISCO (Reuters) - An attempt by national governments to establish a worldwide policy for oversight of the Internet collapsed on Thursday after many Western countries said a compromise plan gave too much power to United Nations and other officials.

Delegates from the United States, UK, Australia and other countries took the floor on the next to last day of a UN conference in Dubai to reject revisions to a treaty governing international phone calls and data traffic.

"It's with a heavy heart and a sense of missed opportunities that the U.S. must communicate that it's not able to sign the agreement in the current form," said Terry Kramer, the U.S. ambassador to the gathering of the UN's International Telecommunication Union.

While other countries will sign the treaty on Friday, the absence of so many of the largest economies means that the document, already watered down to suit much of the West, will have little practical force. "It will bring some legal concerns between countries that have and haven't signed the treaty," said a South American delegate who declined to be identified.

Though technologists who had raised alarms about the proceedings preferred no deal to one that would have legitimized more government censorship and surveillance, the failure to reach an accord could increase the chance that the Internet will work very differently in different regions.

"Maybe in the future we could come to a fragmented Internet," delegate Andrey Mukhanov, a top international official at Russia's Ministry of Telecom and Mass Communications, told Reuters. "That would be negative for all, and I hope our American, European colleagues come to a constructive position."

Delegates from the United States and other holdout countries said they would continue to press at other international gatherings in support of what they call a "multi-stakeholder model," in which private industry groups set standards and play a large role in the development of the medium.

Countries that had been seeking an expansion of the ITU role reacted with some bitterness to the failure to reach a consensus.

Tariq al-Awadhi of the United Arab Emirates, head of the Arab States' delegation, said his group had been "double-crossed" by the U.S. bloc after it had agreed to a compromise deal that moved Internet issues out of the main treaty and into a nonbinding resolution saying the ITU should be part of the multi-stakeholder model.

"Unfortunately, those countries breached the compromise package and destroyed it totally," said Awadhi. "We have given everything and are not getting anything."

Awadhi said the treaty should have covered all forms of telecommunications, including voice over Internet protocol and Internet-based instant messaging services. "They are using telecom network and using telecom services," he said.

Kramer told reporters that the United States had negotiated in good faith but that there were several issues that made agreement impossible, including the resolution's recognition of an ITU role.

He said a section on reducing the unwanted emails known as spam, for example, opened the door toward government monitoring and blocking of political or religious messages.

One of the last major sources of U.S. objection, a clause that might have given countries the right to administer website addresses, was struck from the treaty during attempts to salvage the deal.

The turnabout was a defeat for ITU Secretary-General Hamadoun Tour?, who had previously predicted that "light-touch" Internet regulation would emerge from the conference.

But he said the 12-day meeting "has succeeded in bringing unprecedented public attention to the different and important perspectives that govern global communications."

Among the countries that said they could not sign, at least without consulting officials in their capitals, were most nations in Western Europe along with Canada, Philippines, Poland, Egypt, Kenya and Czech Republic.

The U.S. bloc's coordinated snub followed a vote that approved an African proposal to add a sentence in a treaty relating to human rights.

Western delegates said that effectively reintroduced a contentious proposal that had said no country should be allowed to unilaterally deny another country access to communications networks, which they said stretched too far into the political realm.

"We prefer no resolution on the Internet at all, and I'm extremely concerned that the language just adopted opens the possibility of Internet and content issues," Simon Towler, head of the UK delegation, said after the African proposal was passed.

The treaty is scheduled to be signed at 1330 GMT on Friday.
